Board members
Our Trust Board comprises non-executive and executive directors who are jointly responsible for the effective management of Royal Surrey NHS Foundation Trust.
Led by the Chair, our non-executive directors use their knowledge, skills and experience to help the Board formulate Trust strategies, and support and promote a healthy organisational culture. They hold the Board to account by challenging its decisions and outcomes to make sure they are satisfied that our organisation is operating with financial and operational integrity, and in the best interests of patients and the public.
Led by the Chief Executive, the executive directors are our most senior managers and are responsible for the day-to-day running of the Trust, including matters on strategy and operational management, as well as any issues regarding staff or patients.
Both the non-executive directors and the executive directors regularly speak with patients and staff, listening to their views, ideas and concerns.

Matt Jarratt - Chief Operating Officer
Matt has been with the Royal Surrey NHS Foundation Trust since 2019, first as Associate Director of Operations (ADO) for Access and Medicine, and since April 2022 as Chief Operating Officer. During his period as ADO, he worked as part of the divisional leadership team to oversee an improvement in the divisional Care Quality Commission (CQC) rating of the Division of Access and Medicine from "good" to "outstanding" and led the operations of the division through the Covid-19 pandemic. As Chief Operating Officer, he has implemented a new operational governance structure for the Trust, which has supported improved performance in key areas such as cancer and urgent and emergency care. He has also championed the development of out-of-hospital models of care, in particular for people with frailty.
His earlier career includes senior operational and commercial management roles in acute and community NHS services in Surrey and South London, and in adult social care, including working in general management roles at St George’s NHS Foundation Trust and as an executive director at CSH Surrey, a specialist provider of adult community services.
He holds a first degree in Modern History (BA Hons) and postgraduate degrees in Policy Studies (MSc) and Leadership (MA), and is a Member of the Chartered Management Institute (MCMI, CMgr). He is a volunteer trustee of the Fountain Centre (a Guildford based Cancer charity) and a volunteer governor of a local primary school.
